Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE IR-04: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Experience that demonstrates management/leadership experience such as applying management theories, techniques, methods, principles, and labor relations concepts to assure optimum utilization of personnel, equipment, and space and to accomplish program objectives through combined technical and administrative oversight. Experience interpreting and applying the Disclosure/Privacy statutes of multiple state and/or federal agencies to identify and solve complex problems and issues regarding a wide variety of tax, non-tax, and managerial functions. Experience planning, evaluating, and/or supervising the Disclosure Program and applying principles and practices of the protection, access, use and disclosure of Personally Identifiable Information (PII) and Federal Tax Information (FTI) programs. Experience interpreting and applying the Freedom of Information Act (FOIA), Internal Revenue Code (IRC) §6103 confidentiality provisions, the Privacy Act of 1974, and other federal disclosure statutes, regulations, and Treasury/IRS procedural guidance. Experience that demonstrates an understanding of accounting, computer security, and program management is required. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
